Termination of RIN Authority for Notary Public to Witness Wet Ink Signatures via Videoconferencing and Affix Notary Seal and Signature Upon Receiving Hard Copy Documents
NOTICE: The authority granted in FNTI Bulletins UNTX 2020-006 and 2020-009 relating to RIN (Remote Ink Signed Notarization) procedures is terminated effective 12:01 a.m. on Sept. 1, 2021.
The aforesaid underwriting bulletins were issued following Governor Abbott’s April 2020 Executive Orders temporarily suspending the requirements found in Section 121.006(c)(1) of the Texas Civil Practices & Remedies Code to allow for a traditional notary public to perform a notarization of real estate instruments and durable Powers of Attorney via videoconferencing platforms such as FaceTime, skype and zoom.
The temporary suspension of the law to allow RIN will end effective Sept. 1, 2021 and RIN will no longer be an acceptable notarization procedure.
